In Rail Nation, cities consume a certain percentage of their stored goods every 15 minutes. This consumption is influenced by several factors:
1. Type of Goods
Each good has a fixed base consumption rate, indicating how much of the stock is deducted every 15 minutes. Raw materials generally have a higher consumption rate than processed products.
Examples:
Era 1: Grain 18%, Planks 14%, Iron 13%, Leather 12%
Era 2: Baked Goods 14%, Fabrics 12%, Ironware 11%
Era 3: Quartz 14%, Glass 13%, Wire 12%, Packaging 12%
Era 4: Stainless Steel 13%, Silicon 12%, Lamps 11%

2. Game Progression
The base consumption rate is multiplied by a factor reflecting game progression. The current level of a city is compared to the level it is expected to have reached at this point in the game. If a city is ahead of schedule, consumption increases; if it lags behind, consumption decreases.
3. Number of Active Connected Players
The more active players are connected to a city and have been online in the past three days, the higher the consumption. This increase is moderate, and if a player does not log in for three days, they are no longer counted as active, reducing the consumption accordingly.
4. Required vs. Additional Goods
Goods required for city leveling have a higher consumption rate than additional, non-essential goods. For "additional goods," consumption is halved.
5. Maximum Consumption
The maximum consumption rate for any good is 30% and cannot be exceeded during regular game phases.
6. Endgame
Special rules apply during the endgame:
The base consumption for all goods is uniformly set at 15%.
Consumption increases with the metropolis's progress and the number of goods already delivered.
The number of active connected players continues to influence consumption.
Maximum consumption can reach up to 80% in the endgame.
