This building determines how much cash you can store within your Avatar. If your Bank Level is not high enough any cash over that amount is lost. When you have an active Plus account the Account limit is doubled.
When you start a round the level this building starts at varies depending upon the Era:

The upgrade time can be reduced by upgrading your Construction Yard. On x2 speed worlds the upgrade time is reduced to 50% and on x4 worlds to 25%.
